The Council for Sustainable Development and Social Responsibility (CSS Mongolia) continues to actively represent its mission of promoting transparency and responsibility in the mining sector by contributing to both policy formulation and legislative reform processes.
Recently, the Non-Standing Policy Council under the Minister of Industry and Mineral Resources was established and began operations. O. Batbold, Chair of the Board of CSS Mongolia, serves as a member representing the Council. This Policy Council aims to ensure multi-stakeholder representation in the mineral sector’s policy development process, support transparent and responsible growth, improve the investment environment, and enhance public awareness. The Council is designed to function independently from politics, operate continuously, and ensure long-term stability, as stated in its regulations.
In addition, J. Sunjidmaa, Board Member of CSS Mongolia, has been appointed as a member of the Working Group on Amendments to the Minerals Law, established by Ministerial Order A/175 dated August 11, 2025. This working group is tasked with developing proposals for legal reforms related to strategic minerals, exploration and mining licensing, beneficiation operations, artisanal mining, mineral resource use fees, local relations, public participation, mine closure, and rehabilitation.
Through its engagement in both the Policy Council and the key legal reform working group under the Minister, CSS Mongolia contributes to embedding the principles of social responsibility, sustainable development, local engagement, and multi-stakeholder partnership into the sector’s decision-making processes.
