On 21 January 2026, the policy dialogue “Ensuring Participation in Energy Policy” also marked the launch of grant-supported initiatives under UNDP’s Participation Project. The dialogue emphasized that energy sector reform should not be limited to legislative drafting and policy formulation alone, but must be carried out through inclusive, multi-stakeholder engagement. Bringing together the perspectives, experiences, and practical needs of all stakeholders was seen as essential for aligning energy policy reform with the ongoing drafting of the Electricity and Heat Supply Laws, as well as policies supporting renewable and distributed energy development.
The event brought together members and advisors of the Parliamentary Working Group led by Member of Parliament M. Enkhtsetseg, representatives from the Ministry of Energy, officials from the Energy Regulatory Commission and other relevant agencies, state-owned and private sector representatives, and professional associations.
As part of the event, two projects selected under the UNDP Participation 3P4D grant programme were formally introduced and awarded grants. The grant recipients included a joint project by the Council for Sustainable Development and Social Responsibility (CSS Mongolia) and Energy Insight Magazine, as well as a project implemented by the NGO “Future Energy Leaders.”
The joint project titled “Energy Reform Becomes Real Through Participation”, implemented by CSS Mongolia in partnership with Energy Insight Magazine, aims to support comprehensive energy policy reform through inclusive, participatory approaches. The project seeks to bridge participatory practices and policy-level decision-making, while strengthening multi-stakeholder cooperation and contributing meaningfully to the ongoing energy sector reform process in Mongolia.
